BAC Applauds the Biden Administration for Putting PLA Rule Into Effect

On December 18, the Federal Acquisition Regulatory Council finalized a Rule making effective the Executive Order, issued by President Biden in 2022, requiring the use of Project Labor Agreements on Federal construction projects valued at more than $35 million dollars.

Project Labor Agreements (PLAs) are pre-hire collective bargaining agreements between multiple labor unions and project owners that establish the terms and conditions of employment on one or more construction projects. PLAs have a proven record of success in ensuring that construction projects are built with the highest quality – and are completed on time and on budget. PLAs also boost local economies through local hiring goals and recruitment of local residents into registered apprenticeship programs – earn-while-you-learn opportunities that prepare workers for middle-class construction careers.

“President Biden’s PLA Executive Order is a tremendous victory for workers and taxpayers,” said Tim Driscoll, President of the International Union of Bricklayers and Allied Craftworkers. “The President’s order protects this country’s investment in our future by ensuring that construction workers employed on federally-funded projects receive the good wages, benefits, training, and safe working conditions that allow our communities to thrive for generations to come.”
