BAC Applauds the Biden Administration for Putting PLA Rule Into Effect

On December 18, the Federal Acquisition Regulatory Council finalized a Rule making effective the Executive Order, issued by President Biden in 2022, requiring the use of Project Labor Agreements on Federal construction projects valued at more than $35 million dollars. 

Project Labor Agreements (PLAs) are pre-hire collective bargaining agreements between multiple labor unions and project owners that establish the terms and conditions of employment on one or more construction projects. PLAs have a proven record of success in ensuring that construction projects are built with the highest quality – and are completed on time and on budget. PLAs also boost local economies through local hiring goals and recruitment of local residents into registered apprenticeship programs – earn-while-you-learn opportunities that prepare workers for middle-class construction careers.
