BAC Applauds Bi-Partisan Passage of Faster Labor Contracts Act

Washington, DC – President of the International Union of Bricklayers and Allied Craftworkers (BAC) Timothy J. Driscoll issued the following statement following the US House of Representatives’ passage of the Faster Labor Contracts Act (FLCA):


In an era of chronic congressional paralysis, this week’s bipartisan passage of the Faster Labor Contracts Act (FLCA) in the House of Representatives was a rare reminder of what happens when lawmakers prioritize results over grandstanding. Defying party lines, 20 Republicans joined Democrats to comfortably pass the bill after forcing a vote via discharge petition.


Why did this bill bridge the partisan divide? Because the FLCA is a common-sense fix to workplace instability that only the most hardened ideologues could oppose.


Currently, low-road employers routinely use bad-faith bargaining and foot-dragging to stall union contracts. The average new union waits over 450 days just to secure a first agreement—if they ever get one at all. The FLCA ends this stalling tactic by establishing clear and reasonable deadlines:

  • 90 Days: If negotiations stall, either party can trigger mediation.
  • 120 Days: If mediation fails after 30 days, a panel of arbitrators will step in to deliver a binding, objective agreement.

The bill’s preamble makes it clear: labor law is meaningless if workers are denied the benefits that bona fide collective bargaining promises. The House recognized this simple truth. Now, the Senate must put the FLCA on the floor, pass it, and send it to the President's desk.
